1. INTRODUCTION
Econet Wireless Burundi S.A (EWB) is a telecommunications company incorporated in Burundi. It is a subsidiary of Econet Wireless Global Limited, a multinational telecommunications company with interests in Africa, the United Kingdom and the Asia Pacific. Econet Wireless Burundi is in possession of a strategic site, located in the industrial area north-west NR5 commonly known as "Airport Road. The plot dimensions are 125 meters by 97 meters and severe flooding occurs after heavy rain falls with water sipping in from neighboring compounds and the gate.
2. PROPOSAL
Econet Wireless Burundi requests for a site assessment and a technical solution that adequately provides the required protection from excessive flooding.
3. SCOPE OF WORK
3.3. Carry out site investigations and produce a flood risk assessment report
3.4. Soil types investigations within and surrounding properties
3.5. Provide a cost effective solution for prevention of flooding the Willowvale Main Switching Centre which takes into consideration :
3.5.1. Flooding duration, to ensure adequate seepage control is provided (worst case scenario, based on historical data must assumed),
3.5.2. Design of cut-off wall below the existing perimeter wall foundations
3.5.3. Location of underground utilities (water, electricity), as these may become conduits through which floodwaters may enter the area protected by the floodwall
3.6. Implementation of appropriate foundation & site drainage system (which includes a sump & pump system)
4. CONFLICT OF INTEREST
Any actual or potential conflict of interest involving a bidder must be fully disclosed together with a statement on how the applicant proposes to deal with any such conflict. Econet Wireless Burundi S.A reserves the right to terminate any contract without liability in the event of failure to comply fully with this requirement.
5. COSTS FOR PREPARING THE PROPOSAL.
Econet Wireless Burundi will not be responsible for any costs incurred or loss suffered to a bidder in the preparation or submission of efforts or submission of any work-related stress.
All fees attracted bidders that arise from the process will be paid by themselves. No compensation will be claimed by bidders whose bids will not be accepted.
6. OBLIGATION TO AWARD THE CONTRACT
This request for proposal should not be construed as a commitment by Econet Wireless Burundi S.A to finalise a contract following the evaluation of proposals. Econet Wireless Burundi S.A, therefore, reserves the right at its sole discretion, to accept or reject any proposal (in whole or in part) and to waive any informality or irregularity, and to request rebids on the required services.
7. SUBCONTRACTORS
The bid offered may involve a single party or a group/consortium of bidders. Where a bid is based on a group/consortium of business interests, the RFP response document must state the prime partner in the group, the number of parties involved and the names of each party and the proposed arrangements for its operation e.g. the area of participation of each party in the context of the proposal in question.
Where a proposal from a group or consortium of bidders is selected as the preferred proposal, Econet Wireless Burundi S.A will enter into negotiations with a view to concluding a contractwith a prime contractorwithinthat group or consortium, who will then take responsibility for matters arising under the contract.

The contact between EWB & bidders can take place before closing date for the submission of proposals for the clarification the nature of specifications and the contract. Where clarification for occurring within more than one bidder, the additional information will be sent to all tenders who have requested the specifications, or have expressed interest in the tender. 9. OMISSIONS
If there are any details omitted from the proposal documents but which may reasonably be implied or inferred from them and which are necessary for the successful completion and operation of the project or delivery of the product as a whole shall be deemed to be included as if they had been specifically mentioned and the cost thereof is to be included and covered by the tender price.
10. COPYRIGHTS
Bidders warrants that there has been no violation of copyrights or patent rights in manufacturing, producing or selling the materials shipped or ordered as a result of this tender and all vendors agree to hold Econet Wireless Burundi S.A harmless from any and all liability, loss, expense, action or suit occasioned by such violation.
11. PRICING
The prices quoted shall be the full price and inclusive value of the work described under the several items, including all costs and expenses for the supply of goods and services together with all general risks, profit, overheads, liabilities and obligations set forth or implied in the contract documents on which the tender isbased. All prices should be quoted in Burundi Francs and shall be inclusive of discounts and VAT.
12. VALIDITY OF PROPOSALS
Proposals will not be changed and will not be canceled of the tender and will not be canceled after the opening and open to acceptance of the tender and will continue to be valid and open to acceptance for 7 days after closing the tender. Failure to comply shall result in the bidder paying to Econet Wireless Burundi S.A all additional expenses incurred in calling for fresh tenders or accepting a less favourable one.
13. CRITERIA EVALUATING PROPOSALS.
Proposals will be evaluated on the basis of the most economically advantageous proposals with references to the following criteria :
1. Previously solid experience and realized similar work ;
2. Designs & quotation with Payment terms ;
3. Ability to meet specifications ;
4. Estimated time of implementation of project ;
5. Ability to deliver the project on schedule given.
14. SITE VISIT AREA
A site visit is mandatory for all interested companies to seek clarifications
for the work required ; and fixed on 11 March 2015 at 14H00”.
15. DEADLINE FOR RECEIPT OF PROPOSALS
Proposals should be sent to Janvier Simba or John Takaindisa by email and surface mail. Proposals should have been submitted by 4.30 pm on the 16 March 2015. Proposals delivered after the said date and time will be deemed late and may not qualify for evaluation.
16. CONFIDENTIALITY
All information delivered by one party to the other party in pursuant to this request for proposal, shall be and remain the property of the disclosing party. Such information, if written, and any copies thereof, as well as any written summaries of any information disclosed orally, shall be promptly returned to the disclosing party upon written request or destroyed at the disclosing party’s option. The recipient of the information shall not use the information for any purpose other than to evaluate a possible business arrangement or transaction between the parties. No licence is hereby granted directly or indirectly under any patent or copyright now held by, or which may be obtained by, which is or may be licenced by either party. Neither party will be obligated to enter into any further agreements relating to the information.
