BASIC FUNCTIONS
The Senior Budget Specialist works in USAID/Burundi’s Program Office in Bujumbura. This position reports to the Burundi Program Officer and requires frequent communication with the USAID/Rwanda Program Office and Office of Financial Management.
The incumbent is a senior level professional responsible for developing and managing USAID/Burundi’s budget and advising staff on all aspects of budget planning, implementation, and tracking. The incumbent is also responsible for financial analysis, reporting, accrual assessment and financial reviews of implementing partners, including participating in pre-award surveys and capacity building of local civil society organizations. The position also coordinates audit management and the Global Acquisition and Assistance System (GLAAS) requisitions.
REQUIRED QUALIFICATIONS :
Education : Must possess a Bachelor’s degree in public policy/administration, finance, or a budget-related field required. A graduate degree or post-university financial studies is preferred. Prior Work Experience : A minimum of six years of progressively responsible experience in complex project management including professional budgeting and/or financial analysis is required. Experience in development or relief work, ideally with an international development partner, international NGO, or other international organization, or public sector in a senior position, is required. Ideally, this experience will include program planning and budgeting. Language Proficiency : Level IV (Fluent) reading, speaking, and writing in English and French are required. Level III (good working knowledge) speaking and writing one of the major local languages in country (Kirundi or Kiswahili). Job Knowledge : Thorough knowledge and understanding of economic processes in Burundi and impact of development assistance on these processes is desirable. A thorough knowledge and understanding of professional budgetary and fiscal principles, theories, practices and terminology is highly desirable. Skills and abilities : Must be able to analyze financial and budget management systems, identify practices and procedures which require modification, develop recommendations, and present findings in writing and/or orally in a clear, concise manner. Ability to communicate effectively specialized subjects with non-budget personnel is important. Excellent working knowledge of the Microsoft Office applications (Excel, Word, and PowerPoint) is a must. Excellent communication (verbal and written) skills are critical. Exceptional interpersonal and leadership skills, tact and diplomacy, ability to work accurately under short deadlines and in diverse team environment are required.
