Project Coordinator
for the “Projet d’Appui à la Productivité Agricole au Burundi’ (PABAB)
Fulltime, starting 1st October 2015
Based in Bujumbura, Burundi
Project period : October 2015 – March 2019
Context
Oxfam Burundi will be one of the international consortium partners of PABAB (Projet d’Appui à la Productivité Agricole au Burundi’), together with ZOA, Alterra and IFDC. The project is funded by the Dutch embassy in Burundi, and IFDC will have the lead of this project. Rural households will be reinforced by the PIP approach developed by Alterra. Furthermore the project will focus on access to credit and to markets. For Oxfam Burundi, the project will be implemented by two local organisations in the provinces of Bujumbura Rural and Bubanza. ZOA will implement the project in the provinces of Makamba, Cibitoke, Rumonge and Muyinga. The part of the project implemented by Oxfam Burundi will have a value of appr. 3.1 million Euro.
Objective of the position
To manage and ensure delivery of the PABAB project and contribute to further building up Oxfam’s knowledge on agricultural productivity, foodsecurity, saving and credit systems and commercialisation of agricultural produce.
Main tasks
Provide leadership and management of the PABAB project and ensure that targets and objectives are achieved in line with the approved project proposal, the Oxfam Country Strategy Burundi 2015 - 2019 and the Oxfam Strategic Plan 2013-2019.
To establish a PABAB team, together with the local partners and the other consortium partners.
Provide management of Oxfam Burundi project staff and supervise the project implementation by the local partners.
Provide programmatic and technical advice to PABAB, with a specific focus on gender issues at all levels.
Ensure contractualisation of the local partners, together with the finance officer, and ensure high quality project planning, monitoring, reporting and evaluation including regular field visits to the two provinces where the local partners are implementing the project, ensure communication of progress and results and grant management.
Oversee the budget, and liaise directly with the finance officer and the local partners on financial matters concerning the budget ; be accountable to the Associate Country Director on budget variances, accountability and appropriateness of budget spending.
Ensure implementation of relevant monitoring systems to keep track and report on programme process, in close collaboration with the project’s MEAL officer.
Oversee the reporting function of the team and the local partners, including the project’s Communications/Lobby Officer, and ensure that reporting and other (donor) requirements are met in line with donor agreements and Oxfam Burundi policies and reporting procedures.
Closely work together with the two local partners.
Collaborate closely with the project coordinator of ZOA who implements the programme in 4 other provinces, as well as with the consultants of Alterra.
Collaborate closely with the ‘Chef de Projet PABAB’ of IFDC who has the overall responsibility of the PABAB project.
Regular liaison and collaboration with the head office based technical advisor who provides backstopping to PABAB and Oxfam humanitarian staff to ensure Oxfam’s humanitarian and development mandates do not contradict each other. In case of crises, exercise crisis management, including by liaising with Oxfam humanitarian staff as appropriate. Ensure Oxfam’s one programme approach (i.e. development, humanitarian, campaigning) is upheld.
Represent the programme in external forums. Identify opportunities for funding and develop proposals.
You report to the Associate Country Director and you have direct contacts with the project’s consortium as well as local partners, with relevant units at Oxfam’s headquarters including the Thematic Unit Food, Water and Land, the Lobby department, External Funding, Quality, Finance & Control, and with other Oxfam affiliates.
You
Have the Burundian nationality
Have a relevant Masters degree, preferably in (a) rural development (related) field.
Can demonstrate a minimum of 5 years of relevant working experience in similar positions and have affinity with international development issues ; familiarity with the rights-based approach and a commitment to a gender sensitive approach.
Sound knowledge of agricultural issues
Good understanding and experience of linking programme work to lobby and advocacy.
Have human resources experience and experience with leading and inspiring a team.
Have experience with working together with local partners on programme implementation.
Have proven experience of programme and financial management and coordination of multi-partner and multi-annual programmes.
Ability to weigh risks and deal with sensitive issues.
Have excellent analytical and communication skills and demonstrable ability to think strategically, innovatively and practically to improve programme quality.
Have good communication skills and fluent command of French and English, both in writing and speaking.
Have experience raising funds from international donor agencies.
Are available to travel in-country on a regular basis. And available to travel abroad (Holland, region) if necessary.
