BASIC FUNCTIONS
This position is located in USAID/Burundi. The primary purpose of this position is to support the Executive Officer in USAID/Rwanda with providing full administrative, logistical support to USAID/Burundi. The FSN Management Specialist manages all administrative services in support of Mission activities including personnel management, communications and records, International Cooperative Administrative Support Services (ICASS) Service Provider liaison and budget planning.
REQUIRED QUALIFICATIONS :
Education : Bachelor’s Degree in business or public administration, management, engineering, or a closely related field. Prior Work Experience : Seven years of experience in a large international organizations or other progressively responsible professional management/administrative/supervisory experience involving personnel procedures, contracting, and property management. Three years of managerial experience must be included in the total work experience. Language Proficiency : Level IV English, Level IV French and Level III Kirundi or Kiswahili are required. Job Knowledge : Thorough understanding of wide-ranging administrative support systems and operations. Good understanding of different financial systems and operations. Basic understanding of bilateral or multilateral technical programs in Burundi and advanced to expert understanding of the external environment with respect to those areas influencing bilateral or multilateral administrative support systems. Skills and abilities : Ability to conduct research, analyze results and synthesize conclusions, negotiate, originate creative solutions, and handle customer requests and complaints with patience and diplomacy. Communication skills for obtaining appropriate results from USAID personnel, ICASS service providers, host country government officials and vendors. Presentation skills to liaison with senior level external contacts for maintaining and improving administrative support services for the Mission.
